AN INSTOW man is challenging the council over its decision to delegate a housing development decision to council officers.
David Mellor, 75, says North Devon Council was "railroading" through an application for 10 homes on Marine Parade, next to the Arromanches Royal Marine Camp.
David is annoyed because he said 10 years ago a nearby site was proposed as a possible location for a new school for the village but was turned down due to security concerns around the marine camp.
